DoNER Project Portal is a web enabled online Project Management System and it is integrated with Dashboard as front end. It brings transparency by enabling online submission, surveillance and follow-up of development projects relating to North East falling under the Non-Lapsable Central Pool of Resource (NLCPR).
Yes. This portal is device independent and it can be accessible through any internet enabled device.
The Dashboard is an easy to read single page real time information on NLCPR projects of North Eastern states. It shows a graphical presentation and tabular information on developmental status of NLCPR projects. It is one stop real-time user interface which enables State Government to submit projects and follow up online. It also enables public to share visuals on NLCPR projects in real time.
It is combination of SMS and e-Mail which get activated at every Decision Change Point of Project Management System.
Yes, only registered user from respective north eastern states can submit new project proposal.
An officer or staff of Planning Department or any nominated person by State Government can register himself / herself by filling up an online form (name, designation, mobile, email). One Time Password (OTP) would be sent on e-Mail and mobile for verification. After successful verification of OTP, the registration would be forwarded to Secretary (Planning Dept) for approval.
On successful submission of registration process, an alert through SMS and e-Mail will be sent to Secretary (Planning of respective NE state) with a copy to Joint Secretary (NLCPR), Director (handling matter of respective NE state), registering user and administrator of DoNER Project Portal. Here, Secretary (Planning, NE State) will have to approve this request for registration by sending a reply mail to all recipients.
Administrator (DoNER Project Portal) will activate the user account on receipt of approval from Secretary (Planning of respective NE state). The registering user will be alerted on activation.
Yes. New user can upload input only after activation of user account.
Yes. Public can upload photographs of any NLCPR projects of his / her interest and instantly an alert will be sent to all stakeholders.
No registration required. Only e-Mail or mobile will be authenticated through OTP while uploading picture.
Yes, it can be edited till proposal is not cleared for selection or put in reserve list. Once proposal is cleared for selection, an edit option would be deactivated.
Only one file in PDF / Doc / Docx format can be uploaded while submitting new project proposal.
Once project is cleared for selection by D0NER, a request along with alert would be generated to submit DPR within stipulated time period.
The DPR (multiple volumes) has to be submitted in one go and thereafter option would be deactivated.
Yes, there is a provision to generate UC for a particular project in prescribed format. The registered user from respective NE states has to fill in few inputs online and UC would be generated in prescribed format and the system will prompt to download UC which may be further printed to put signature and stamp. The same UC will also be sent on registered email address.
Yes. Scanned copy of UC in pdf format can be uploaded through File Upload option.
Yes. Any input in pdf or pdf/A format relevant to particular NLCPR project can be uploaded through File Upload option.
